Honhaar Scholarship 2026: Who Is Not Eligible? MPhil, MS and PhD Update

Have you seen the posts claiming MPhil, MS and PhD students can apply for the Honhaar Scholarship this time? They are everywhere on social media, and they are wrong. If you are a postgraduate student, or the parent of one, read this before you waste time on an application that cannot be accepted. Phase 4 of the Honhaar Undergraduate Scholarship Programme is strictly for undergraduate students. Here is the full list of who is not eligible, the claims going viral right now, and what postgraduate students can do instead.
| Detail | Information |
|---|---|
| Programme | CM Honhaar Undergraduate Scholarship Programme (Phase 4, Fall 2026) |
| MPhil / MS / PhD Eligible | NO: undergraduates only |
| Applications Close | 4 November 2026 |
| Undergraduate Semesters | 1 to 8 (eligible) |
| Maximum Income Limit | Rs 350,000 per month |
| Official Portal | honhaarscholarship.punjabhec.gov.pk |
Why Postgraduate Students Are Left Out
The name of the scheme says it all: this is an undergraduate scholarship. Its whole purpose is to pay the tuition of students doing their first degree, so that talented students who cannot afford fees are not forced to drop out. MPhil, MS and PhD students already hold an undergraduate degree. That puts them outside the scheme by design, not by accident.
This is also a budget question. The programme funds full tuition for tens of thousands of undergraduates. Adding postgraduate programmes, which run on completely different fee structures, would break the budget and the merit rules at the same time. No official notification for Phase 4 changes this.

Wrong Claims Going Viral Right Now
Several posts and videos are claiming that Phase 4 has been “extended” to MPhil and PhD students, sometimes with screenshots of fake notifications. Others say a “new quota” for postgraduates has been added. None of this is on the official portal, none of it appears in any PHEC press release, and none of it matches the published eligibility rules.
Rule of thumb: if a claim about Honhaar does not appear on honhaarscholarship.punjabhec.gov.pk or in a PHEC notification, treat it as a rumour. Applying on the basis of a rumour costs you nothing but time, but fake “agents” who promise to get postgraduates admitted into the scheme will cost you money. The scheme has no agents.
Who IS Eligible: A Quick Recap
To balance the picture, here is who the scheme is actually for. You can apply if all of these are true:
- You are enrolled in an undergraduate (BS / BSc / MBBS / BDS) programme in semesters 1 to 8 at an eligible institution
- You meet the minimum marks for your institution type: 70% Sciences / 65% Arts in public sector universities, 80% for public MBBS and BDS, 70% / 65% in eligible federal and private universities, 65% / 60% in HED graduate colleges
- You hold a Punjab domicile
- Your family monthly income is below Rs 350,000
- You do not already hold another government scholarship for the same degree

What MPhil, MS and PhD Students Can Do Instead
Being outside Honhaar does not mean being without options. Pakistan has dedicated funding for postgraduate research:
- HEC scholarships and fellowships: the Higher Education Commission runs indigenous PhD fellowships and need-based scholarships for MS and PhD students
- University assistantships: many public universities offer teaching and research assistantships that cover fees plus a stipend
- HEC overseas and local research grants: for PhD scholars with an approved research proposal
- Provincial and institutional merit awards: several Punjab universities fund their own MS and PhD scholars
Ask your university’s graduate office, not a random social media page, which of these are open right now.

Conclusion
The Honhaar Scholarship is for undergraduates, and Phase 4 does not change that. MPhil, MS and PhD students are not eligible, no matter what viral posts say. If you are an undergraduate who qualifies, apply before 4 November 2026. If you are a postgraduate, put your energy into the HEC and university funding that is actually meant for you. And before you believe any scholarship claim online, check the official portal first.
