What the PM Fuel Relief Scheme Is

The scheme is a federal programme that cuts your petrol price at the pump. It does not pay you cash. You register once by SMS, and before every fill-up you get a fuel token by SMS. You show that token at a participating pump, and the operator applies the Rs 100 per litre discount. It covers the whole country, including Azad Jammu and Kashmir and Gilgit-Baltistan. The system is fully digital and is run by the Ministry of IT and Telecommunication through the Fuel Pass System.

  • Benefit: Rs 100 off per litre of petrol
  • Method: SMS-based fuel tokens at participating pumps
  • Budget: Rs 75 billion approved by the ECC on 14 September 2026
  • Pilot: Islamabad, on the night of 14 to 15 September 2026
  • Nationwide launch: on the night of 16 to 17 September 2026

Monthly Quota for Bikes and Small Cars

Your quota depends on your vehicle. Motorcycles, rickshaws, Qingqis and other two or three-wheelers can buy up to 20 litres of discounted petrol per month. That gives a maximum relief of Rs 2,000 a month if you use the full quota. Cars up to 800cc can buy up to 30 litres per month, for a maximum relief of Rs 3,000. Bike riders get one 5-litre token per week worth Rs 500, while car owners get one 10-litre token every 10 days worth Rs 1,000. Remember, this is a discount at the pump, not cash in your account.

Who Qualifies for the Subsidy

Not every vehicle can join. Two and three-wheelers must be registered on or after 1 January 2011, and cars must be up to 800cc and registered on or after 1 January 2006. One CNIC can register only one vehicle, and the vehicle must be for non-commercial use. Only petrol counts. Diesel vehicles are out. Your vehicle must exist in the provincial Excise and Taxation records. Here is good news for bike owners: your bike does not need to be in your own name, because open transfer letters are accepted. Cars are different. A car must be registered in the applicant’s own name.

  • Bikes, rickshaws, Qingqis: registered on or after 1 January 2011
  • Cars up to 800cc: registered on or after 1 January 2006
  • One vehicle per CNIC, non-commercial use only

5 steps to register for PM Fuel Relief via SMS 9771

The IMF Call and the Government’s Reply

In its staff-level statement of 8 October 2026, the IMF asked Pakistan to phase out the fuel support scheme promptly, calling it costly and broadly targeted. That is the IMF’s position, and it is worth knowing. The government gave its own reply. It says the scheme continues, points to the Rs 75 billion allocated for it, and says more than 10 million people have already benefited. No closing date has been announced. So both positions stand side by side. The IMF wants a quick phase-out, while the government says the relief will go on. If your vehicle qualifies, the practical move is to register while the scheme is open rather than wait for news.

  • IMF position (8 October 2026): phase out the scheme promptly
  • Government reply: the scheme continues, with no closing date announced
  • Budget: Rs 75 billion allocated
  • Beneficiaries: government says more than 10 million people

Complaints and Helplines

Some pumps refused valid tokens in the early days, so the government set up a complaint channel. If a pump refuses your token, open the PAK App and file a Fuel Complaint with a photo of your token. You can also call the citizen helpline 9771, which works 24/7 for registration and pump problems. Pump owners have their own helpline, 9772. The official portal pmfuelrelief.pk also carries the latest guidance.
