What Is the Honhaar Scholarship?
The Honhaar Scholarship is the Punjab government’s own scholarship programme for undergraduate students. It is run by the Punjab Higher Education Commission (PHEC) under the Higher Education Department. The idea is simple: if you have the marks but not the money, the government pays your tuition fee so you can finish your degree.
The scholarship covers 100% of the defined tuition fee for your full undergraduate degree. The money is paid directly to your university or college. You do not receive cash in hand, and you never have to pay the fee first. Please note what it does not cover: hostel charges, transport and living expenses are not part of this scholarship.
Eligible institutions include public sector universities, public medical and dental colleges, Higher Education Department graduate colleges, and selected federal and private partner universities. This is not the first round of the scheme. Phase 1 ran in 2024 with 30,000 scholarships, Phase 2 in 2025 with 20,000 scholarships, and Phase 3 in 2025 added 5,000 scholarships for students from other provinces. Phase 4 is the current round, and it is the widest one yet because students from every semester can apply.
Who Can Apply for Phase 4?
Phase 4 is for students who are already enrolled, not just those starting this year. You can apply if:
- You are enrolled in an undergraduate programme (BS or an equivalent degree) at an eligible institution
- You are in semester 1 to semester 8: every semester can apply in this round
- You are a first-year MBBS or BDS student enrolled in 2026
- You hold a Punjab domicile: this is compulsory for this round
- Your family income is less than Rs. 350,000 per month (public sector institutions)
- For eligible federal or private institutions, the family income limit is less than Rs. 500,000 per month (first-year applicants)
- You are not already taking another government scholarship for the same degree
There is no age limit, and boys and girls can both apply. Ignore any blog that tells you only students under 22 can apply. That claim is wrong.
One group should not apply at all: students doing MPhil, MS or PhD. Honhaar is an undergraduate programme only. We have explained this in detail in our guide on who is not eligible for the Honhaar Scholarship, so do check it before you spend time on the form.
Minimum Marks and How Merit Is Calculated
Selection is purely on merit. There is no entry test and no interview. For first-year applicants, your Intermediate marks decide whether you clear the first gate:
| Institution Category | Sciences | Arts |
|---|---|---|
| Public sector universities | 70% | 65% |
| Public MBBS / BDS | 80% | – |
| Eligible federal / private universities | 70% | 65% |
| HED graduate colleges | 65% | 60% |
After the marks gate, merit for new entrants is calculated with a fixed formula: Matric 30% + Intermediate 70%. Two students with the same Intermediate marks can end up at different merit positions because of their Matric results, so every mark counts.
If you are already in semester 2 to 8, your university record also matters under the portal’s criteria. Read the eligibility section on the official portal carefully when you apply, and enter your results exactly as they appear on your result cards.
Documents You Need Before Applying
Prepare these documents before you open the portal. Most rejections happen because of missing or unclear documents, not because of low merit:
- CNIC or B-Form: your own, valid and readable
- Punjab domicile: in your name
- Matric result card
- Intermediate result card
- Proof of admission or enrollment from your university or college
- Family income affidavit on e-stamp paper: this is compulsory
Scan every document clearly. Your name, father’s name and CNIC number should match across all papers. If your domicile shows a different spelling than your result card, get it corrected first. A small mismatch can stop your whole application during verification.

How to Apply Online, Step by Step
The whole process is online. You do not need to visit any office or submit a hard copy:
- Open the official portal: honhaarscholarship.punjabhec.gov.pk
- Register with your CNIC or B-Form number, mobile number and email address
- Fill in your personal, educational and socio-economic details
- Upload the documents listed above
- Read the full form once more, check every number, then submit
- Log in to your portal account later to track your application status
Apply early. Portals get slow and heavy in the last two or three days before a deadline, and the last date for Phase 4 is 9 November 2026. If the website gives you trouble, do not keep refreshing all day. Contact your university’s designated focal person, who handles Honhaar problems for students of that institution.
There is no application fee. The form on the official portal is completely free.
Common Mistakes and Fraud Warnings
Every scholarship season brings the same traps. Protect yourself:
- Fake websites: Apply only on the official portal. Similar-looking sites copy the name and steal your data
- Agents: No agent can get you this scholarship. Selection is merit-based only, so anyone promising a “guaranteed seat” is lying
- Wrong CNIC: One wrong digit means your record cannot be found. Type it slowly
- Someone else’s mobile number: Register with your own number so every message reaches you
- Blurry uploads: If the checking team cannot read a document, they will reject it
- Last-day rush: Submitting on 9 November itself is a risk you do not need
Remember the golden rule: real officials never ask you for money for a scholarship. If anyone demands a fee for “processing” your Honhaar application, refuse and inform the PHEC help desk using the contact details below.
